The system wasn't broken when Lord Woolf reported. There were issues which could have been remedied easily. It has been downhill from then on. This is what happens when reforms are made without any proper evidence or research. The car crash will continue to happen until the powers that be engage properly with the profession and carry out proper research rather than being misguided by those with vested interests.

Factory firms and ridiculously low fixed costs is not the way to conduct litigation for injured people.
