I remember when it was decided to relegate work formerly undertaken in the High Court albeit by Deputy HC Judges down to the Circuit judiciary actually sitting in the County Court.
To give the Circuit Judiciary more gravitas, the LCJ appointed the odd "high flyer" to the Circuit Bench who would have expected to have avoided the tedium and reality of dealing with ordinary people.
Perhaps those possessed of what Douglas Adams described as "brains the size of Planets" or, indeed, those who believe themselves so equipped, should have to spend at least 2 years in the County Court to understand the problem that they are the problem. What degree of day-to-day reality does Sir Rupert Jackson's re-writing of basic litigation practice Rules recognise?
