Leaving on one side the man's breathtaking arrogance, what I can't understand is how he can possibly expect this scheme to reduce costs. It involves a lot of new work which may not be recoverable inter partes but still has to be paid for, and a less efficient scheme for controlling costs whereby the parties have to guess in advance rather than seeing how long it actually takes and recovering only the costs it was actually reasonable to spend.

I actually wonder about Jackson's sanity. He just seems to have lost the power to reason altogether.
