Whiplash claims are the norm because injured people are now better informed, just like the PPI bubble. I'd expect that 20 or 30 years ago that people were still injured (maybe less as less drivers on the road, but possibly more injuries because the cars weren't as safe).

There is a culture now, but it's a culture of enforcing one's legal rights. I still think fraudulent claimants out to be decapitated but that's really a red herring in all this. The suggestion is for ALL injured claimants to not get money for whiplash. But that's only the large tip of the iceberg, There are many other injuries that cannot be evidenced - a poor example might be a groin strain or twisted knee from a slip, where the claimant didn't seek treatment, rested up and was fine after a couple of months.

As it is, whiplash is a generic term for a flexion/extension injury and we've probably all had one of those when we've pulled something or twisted "funny". It doesn't mean that just because it's the neck or back that it doesn't hurt.

Anyway, the guy's just a mouthpiece on behalf of a collective group trying to push things along when they've got wind in their sails.
