Someone above mentioned a Government "steamroller". In reality their lurid, gruesome attempts at "reform" more closely resembles the kind of generic car driven by clowns
where the doors fall off first, then the wheels etc.then a cloud of steam issues from the bonnet while the clowns frantically dash around it trying to put the bits back on, to no avail of course.
(Their other close resemblance to clowns is that many find them quite scary and generally not funny).
