Mr Piper,

The fallacy of your position is shown up without having to consider if you would learn the language of a foreign country.

What if you had a car accident in, say, Wrexham. When a bilingual district judge permits a Welsh speaking prosecution witness to give evidence in Welsh against you (as he or she would be perfectly entitled to do), who would be requesting an interpreter then? Or do we take it that you are fluent in all the official languages of your own country?
