It may be that the amounts are too high but that's what the regulations say. Most (not all) of the airlines don't like the regulations and use every trick in the book including lying through their teeth to evade them. We had a 19 hour delay and the airline concerned claimed "extra-ordinary circumstances" for a reason for not paying. The fault was actually caused by a mechanic failing to tighten up some bolts on the fuel line. The airline settled at the hearing.
Hopefully the airlines will now treat their customers fairly and offer compensation when it is properly due. Don't hold your breath
