In defence of the much maligned DDJ's in this article (I am also one!) I have also never come across this in more than 20 years as a DDJ. All Judges are taught that before making orders we have to ask ourselves "Do I have authority to make the order sought".
The other adage is "he who asserts must prove" so if we are presented with an unfamiliar application, is it really the job of the judge to start researching the law? Not in my book. That's the job of the advocate, even if he is a litigant in person.

As Tobias Haynes correctly says, this is an administrative problem not a legal problem. Someone at the FSO should produce a leaflet setting out in simple terms how their awards are to be enforced. They should also notify all courts. Hopefully, the procedure should be straight forward from then.
