But not one who, having zero public international law background, advised on the latest occasion that such bombing would be a great idea, on the basis of the non legal notion of "humanitarian intervention", understanding that was the required view - No previous "patient explanation" deemed wise, apparently! Fortunately Parliament came to the right conclusion anyway, funnily enough without one mention, amongst the hot air, of lack of legality. Maybe not wet, but good riddance anyway.
