There are lots of very training contracts where people don't learn as much as they should. I have worked with some truly awful solicitors who seem to have forgotten a lot of black letter law. As a paralegal, I often correct them. It's quite embarrassing sometimes. Doing a training contract is no guarantee of quality. Of course the real objection that it will lead to oversupply is a reasonable objection. Solicitors want to preserve their pay levels and not have it driven down by over-supply in the market. One would hope that if the market functions properly, people will pay for quality - just as they pay for quality in other walks of life. All a regulator can do is insist on minimum standards and protect consumers from incompetence. The market must be left to drive UP quality.
