Thanks, John, that has cleared that one up. And you are quite correct, there just seems to be an overwhelming amount of law being churned out of every conceivable orifice of what can loosely be called 'the state'. And some of it, indeed lots of it, is a load of rubbish, but all of it constraining in one way or another.
