That is crackers. A prevailing hourly rate for given levels of fee-earner appropriate for main areas of work is bed-rock. How can a working system operate a system for Independent rates for each practise and fee-earner.
Is the intention to bring the profession and the system to a situation where no aspect of them functions.
Every time the Judiciary comes up with another cock-eyed scheme, things just get worse.
