Following a brief google search here's what I think these mean....
Dr. - PhD or medical qualification
The Rt. Hon. - member of the Privy Council
Alan Blacker - name
The Lord Harley of Dublin - apparently an 1100 year old hereditary title
KGCSt.J. - nothing on Google, could be something to do with the St.Johns Ambulance
DPhil. - Doctor of Philosophy usually Oxford University
MSc(Hons)(clinical forensic psychiatry) - Masters degree but no insitution memtioned
MA(Hons) - Masters degree but no insitution memtioned
MA(Hons)(Inc.ED.&SEN.) - Masters degree but no insitution memtioned
LLB(DHons) - Law degree, not sure what the 'D' means would suggest 'distinction'
BA(Hons) - Undergraduate degree
PGDL - Post Graduate Diploma in Law
PGDLP - Post Graduate Diploma in Labour Practice
FMLST (Psych) - nothing on Google that looks like a qualification or award
FCInst.L.Ex. - without the 'C' this appears to be Fellow of the Institute of Legal Executives (Blacker's not listed on the website as an active Fellow)
FRSA. - usually means Fellow of the Royal Society of Arts - Blacker is not listed as one
FRGS&IBG. - without the 'F' this appears to be Royal Geographical Soc.
FZSL. - appears to be Fellow of the Zoological Society, London
FRAntq.I. - erm....
FRAnth.I. - that's enough
SIRM. - make the rest up yourself
