I think the key to the IFB is that, as per the final paragraph of the article, their figures are based on 'suspected' scams. This could mean that the police have never investigated and the IFB have never referred it to the police which would render the FOI requests redundant.

The problem with the IFB figures is that they can suspect all they like but that doesn't mean it has any merit or any factual basis. The difficulty however is that the government do not understand that and take the work of the IFB and the insurers funding them as gospel.
