Judge is in charge not only of judicial decisions but also administrative process. Administrative process is subsequently developed largely for the convenience of judges. Judge seems oblivious to major defects in system (e.g. the huge problems with cost budgets). There seems to me to be a major disconnect between the Lord Jackson's decision making in case law, which is often to the point and sensible and his pronouncements on procecdure.
