As so often happens in our political system nothing is adjusted or even reviewed until there is a problem - usually levels of spending - that cannot be ignored. Whoever is then in power has to rush things through in time to face the electorate. All politicians of all parties knew there had to major cuts & as a result all departments are faced with cuts except what are seen to be sacred cows. This, of course, then increases the pain for the others, magnified by the fact that those exempted consume a major part of the cake.
It's no way to run a whelk stall & the chances of making sensible decisions are negligible.
