This judicial obsession with controlling costs has already interefered with their ability to do the job they are paid to do, namely administer justice in the civil courts. Since they are drawn mainly from the bar they have no concept of the reality of handling litigation throughout the period between first instructions and the final hearing. They certainly have no practical experience of that and of the way costs can spiral simply because the opponent argues every point.
