The Court Service would not need to charge such high fees if it were more accessible and more efficient; if it were more accessible, its fee-income would rise; if it were more efficient, its costs would fall. The policy of centralisation which it is presently pursuing makes the Court Service less accessible and less efficient; litigants and lawyers can no longer attend their local court to issue proceedings or seek help and the more efficient parts of the system (the smaller courts) are being sacrificed to the less efficient (the larger courts).
