This is beyond insane, and proves beyond doubt that this Government is committed to stamping out all but the most serious litigation.
I would have slightly less disrespect for them if they could concoct a half credible rationalization for these bizarre policies they are implementing, but:
"will not seriously affect litigation" and "people don't have to litigate" - both paraphrases, but you get the idea.
They have been getting away with this madness for so long they know that they can blandly announce that black is white, tie down the valuables, and weather the storm until the dust has settled and we have got used to the misery.
This is the only government in my living memory that seems to have an acceptable attrition rate for their policies.
