Per Wikipedia: A bullet fee is a charge assessed to the family of executed prisoners. Bullet fees have been assessed in Iran, as well as in China, to the families of executed protesters.

I am struggling to discern if there is any difference in principle between such reported practice in those oppressive regimes and Grayling's latest measure. If there is, perhaps it is only that Grayling is nearer the top of the slippery slope.
