In answer to your posting, Lorraine.
As to your first point, there is no data as to the effect that increasing the portal limit from £10k to £25k nearly 2 years ago has had on the portal figures. The overwhelming majority (perhaps upwards of 95%) of RTA portal claims will be worth under £10k so the effect of this point will be marginal. In any event the 9% increase in RTA portal claims is against the background of most of 13/14 as well as the whole of 14/15 being a period when the portal limit has been £25k so we are in the main comparing like for like when we see that 9% increase over the last year.
As to your second point, in 13/14 the Portal Company annotated their data for 1 month saying that the new claims figure had been affected by claimants resubmitting CNFs, whereas in 14/15 they did so for 2 months. Looking at the number of exited claims for the periods in question (as claims would exit and then be resubmitted), it seems that each affected month had its new claims number artificially increased by 2-4k each time. So it seems that this factor also had very limited effect.
What should be accepted is that the Portal Company data needs to be taken account of on this issue, indeed with the limited adjustments referred to above, it may well be proved to be the most reliable source of evidence.
