Presumably while we can repeal the HRA, we cannot leave the ECHR, and citizens will still have the right (if not the money) to take their case to the ECtHR.

If that's the case, the government have only removed the Supreme Court's ability to judge and correct infractions of the ECHR, and to develop common law in the EHCR arena which is sympathetic to our society.

This is symbolic. It will make the UK less accountable, will weaken it both legally and reputationally in the international arena, and will dramatically increase the cost to ordinary people of making complaints about violations of human rights.

Or do we suspect that removing political accountability might really be the goal here?
