I'm guessing his friends in the cigar and brandy room (judges) have expressed a desire to limit what comes to court as they are quite busy at the moment.

Raise the bar so they do not have to work so hard.

I would love to work without so many rules but bureaucracy is in full swing and there are far too many people making jobs for the boys that are not necessary.
