On a practical note, it means files must be kept for a minimum of 15 years from closure of the matter. While hard copy files may become rarer, will electronic files kept now still be intelligible in 15 years' time? I have had experience of electronic files being in a format no longer supported, and therefore difficult to access, so this is a concern: the longer the 'hold' the more likely the difficulty. Will this mean a return to pre computer paper files (which tended to be pretty thin because of the sweat in keeping fuller files with every darned draft)?
