This report is indeed insulting to all solicitors for all the reasons that other posters have pointed out. To allege that we and other professionals are "seen as" (ie by implication also by ResPublica) "a self-serving interest group" is to reinforce in the public mind a derogatory term which effectively demonises solicitors as it is the premise from which the report proceeds. The state doesn't employ solicitors as it does doctors.
As a matter of interest I seem to recall that when I first did legal aid in the late '60s/early '70s, the bill was taxed against the fund, usually reduced, and a further 10% was then deducted from the final claim as a compulsory contribution to the fund. I wonder how that would go down now!
