Costs-budgeting was a bad idea which won't last; the senior judiciary will, I expect, make a gradual retreat from it to save their blushes. In the meantime, the profession should avoid wasting time and money on costs-management by inviting the court by consent to direct, pursuant to CPR 3.13, that budgets need not be exchanged or filed.
