It shouldn't be at the tax payer's expense in the first place - why should the public fund the defence of people who have injured other members of the public? Hospitals and medics should have their own insurance thereby the ones who commit the most negligence will have to stop practising. Any increase in premiums should then come off the Chief Execs' pay/bonuses so the institution doesn't suffer.
