Remember the road traffic "consultation", leading to the first fixed fees scheme. It was eventually dragged out of them that in fact the government and insurers had secretly met and agreed the basic terms of the scheme, some years before. The rest that followed was just a pure sham, noting but window-dressing, and an utter waste of everybody's time. And after the outrageous tribunal fees decision, they clearly have the C of A in their pockets now too.
