To Rob Rowan. All the points you make are precisely why costs firms are making so much money out of budgeting and why they are so pointless. They all take time and time is money.

A costs firm I know was on the point of making people redundant when success fees were fixed and made irrecoverable from defendants. That firm has more than trebled in size since then and its income has gone through the roof.

Even if the DJ does a good job of costs management, as soon as there's an issue based costs order the budget isn't worth the paper it's written on.
