I wrote this in 2010:

I have come up with a solution. It will never happen, of course. This is to have a “simple cases” track, with active Judge case management, severely restricted disclosure and witness statements, and a half day strictly timetabled trial and a scale of fixed costs to be paid by the loser. Possibly rough justice, but more affordable than the present system, which in practice means no justice.

Why is this happening in the High Court and not all courts?
