Is it not because courts these days are generally so busy, underfunded and therefore don't have sufficient resources to be flexible? Access to justice is becoming more difficult. Access to decent lawyers will also become more difficult, particularly if many don't get contracts or leave for increasingly bad work/life balance reasons. But regardless of 'austerity', I don't think this government actually cares and would probably like to do away with most lawyers anyway.
