What statistics has Ms Ceeney collected? And why did she ask circuit judges, before whom parties are generally represented, whether litigants-in-person were causing delay? It would surely have been better to ask the district bench, which has by far the greatest experience of dealing with litigants-in-person. In any event, the more important question is not whether unrepresented litigants cause delay, but whether the lack of legal aid leads to unjust outcomes; that question appears to interest neither HMCTS nor the government.
