Indeed: how will 'minor whiplash injuries' be defined? I've never had whiplash, but a glance at history suggests it can be serious: before headrests, folk broke their necks; now they get whiplash. Trouble is, headrests only stop the head going back, not forward.

I suspect this is unworkable, and will quietly fade away. Raising the small claims limit to £5,000 will have greater impact, but honestly, it is long overdue. I seem to recall it was £1,000 in the 1980s, and should be adjusted from time to time as the value of money changes. Quite what DJs will make of a list of almost exclusively LiPs remains to be seen of course.
