It would of course be anti-competitive to have different requirements and regulations for different competitors in the same market. By all means let solicitors (or any other group) choose to offer a 'premium' product at a higher price. However, to require different competitors to obey different rules and thus carry different overheads with consequences for the public (assuming, as competition law does, that consumers are only interested in price) is monopolistic anti-competitive practice.

For this proposal to go through fairly and properly requires (a) the proper regulation on equal terms of all entrants to the market or (b) the removal of all regulation on solicitors. Anything different will look, and very probably be, discriminatory and anti-competitive and illegal (yes I know the government can make any crap legal if it wants, but I credit them with some shame and principle ...)
