It seems that a compromise isn't even on the cards. 5k it is then!
Of more concern is the attempt to legislate out the more minor claims. How is this going to operate in practice? An impossible piece of legislation in my view. Will it only catch claims after a certain date or is it date of portal entry? Is it date of issue as in previous rises? It needs to be clarified. If it is date of issue then there seems little point in taking on any claims. You might as well issue all of your existing files and run them off first.
