John, the Insurers get paid in some way for 'introducing' scummy claims handlers to Personal "Injury" claimants. I had one such firm ring me out of the blue in a matter I know I said had no PI elements only in the last month.

The Law Soc./SRA could not really stop brown envelope "referrals" before the Legal "Services" Act 1998. Now its endemic and has been encouraged by the same legislation, stopping it is nigh impossible.
