David, I actually entered practice in 1975. The firm I joined had always held PII, and the partners would have considered it madness to do anything else. I left private practice in the 80s and moved into industry, but have owned a professional consultancy company since 1999. We carry PII, although it is not compulsory. I wonder if you would advise any firm of solicitors to operate without PII? If so, I suspect you will need to make you you have it when the claims come in :-)
