Credit hire was alive and very much kicking back when I started 20 years ago. I worked for an insurer that had the first real crusader (a claims manager) against the practise (who used to travel the country collecting paper comparative rates from local hire firms) and thus I worked on some of the biggest cases in credit hire (many still very relevant today). So those looking to profit from claims were still around when the Green Form and legal aid was still alive and kicking.
