So these low value claims are a piece of cake and ordinary claimants will be able to do them themselves. What about having parties on an equal footing and equality of arms? Can really see justice being seen to be done when you've got say an elderly lady against the might of say Aviva with all its resources.

As for passing on 100% of the savings to reduce premiums insurers have always managed to find a reason not to do so. Exposure to claims from recent floods will no doubt feature but somehow they'll find the money for their shareholders, namely, Osborne, Cameron et al.
