Nobody denies fraud occurs and that individuals, CMCs, solicitors and experts are involved. What has never been identified is the scope of the problem. If you can't prove the scope how do you know the most appropriate fix?

Everything that has happened has very much had the sense of a co-ordinated PR campaign by the insurers relying on nothing more than suspicion. I get that you'll never be able to establish the extent of the fraud but scaremongering is the modus operandi.

And fraud is only part of the issue. Let's not forget how bad referral fees were (apart from those charged by insurers naturally).
