You mean the Claims Handling Society?

Look at the reality. When they abolished Maintenance and Champerty (and for risk of you criticising me criticising Stephen Crawford, that was contemplated well before New Blair's time, they must really have seen all this and the concomitant fraud coming. It was well apparent in the US for quite awhile before (the Baltimore Waltz for example that we have only just see occurring over here).

I wonder where the likes of John Sneerey "Morons" McTernan at the time?

Ah ha ... not a bean. And, not a bean from the Claims Handling Society at the time either.
