On the contrary, cutting the number of contracts means that a successful firm is on duty far more often (2 or 3 times a week). As fees are fixed and salaries are fixed, having a solicitor deal with multiple cases per visit to the police station or court is the only realistic way of making savings. Also it would appear that many small local firms have been awarded contracts which is a good thing. A u-turn now means a continuing slow death as the current rota system is clogged up with ghost solicitors meaning actual working solicitors only get a few duty slots per month.
