To stop the race to the bottom, the actual rules need to be rigerously enforced, the Ghosts eliminated and the Duties tied to Duty Solicitors who actually do a hard job well rather than the firms who just want to maximise the returns for the Partners.

But that is not tho the Advantage of the LAA/MOJ who just want to work with the last rat standing in each area, who will then be the cheapest and do as little as they can get away with for their clients. That way they can also make the job of the CPS easier and cheaper, a real Win Win for them.
