I think that a stop should be made to those firms who take on people who have passed all their exams, but who refuse to give them a training contract. This in effect 'locks them in' to not qualifying, but the employer gets all the benefit of their employees' investment in time and monetary.

There seems to me to be something wrong in that. It typifies the modern 'get rich quick' mentality and devil take the hindmost. They forget they one got a leg up from someone or other and they owe it to the next generation to do the same. After all, in a number of cases, their future may depend on it as this post implies. The future of the profession certainly does.
