Oh dear, a few bad apples means all judged undesirable?

So when legal aid is reduced, and solicitors and barristers lose the ability to charge three figures per hour, we hear cries of lack of access to justice, but when quality advice is provided by an experienced lay person they are prevented from charging what are to many merely their expenses? the term 'closed shop' springs to mind.....
