Michael, the Guide to the Professional Conduct of Solicitors worked perfectly well for many decades. The problem is Structural Functionalism. A structure has been created which finds itself with little to do, so now it has to find a job. And this is it. It will keep many in work for months, if not years. Drafts going out for consultation, road shows to explain it all, redrafts, surveys, second editions to correct errors in the first, etc etc.

Isn't it all just so predictable?
