The problem is we have a government which is in equal measure unjust and incompetent and it excels at both. Just look at their mad policies like forced academisation of all schools, forced council house sales to fund another right to buy for better off social tenants, their damaging and wasteful reorganisation of the NHS. With none of these policies was there a shred of evidence to support these changes and nearly all experts in the respective sectors told them it was not just unnecessary but very damaging. But they kind off grab at policies based on the "I reckon", because the reckon it sounds good and would appeal to their natural voters. The only way to stop them is to get enough Tory backbenchers to threaten a rebellion. This is how the forced academisation has just been stopped. I am a bit more doubtful that you will too many Tory backbenchers to this cause but it has to be worth a try. there are still some Tory MPs with a basic sense of justice and fair play who could be convinced to oppose this.
