This account over-simplifies matters. As I understand it, the FJC declined to publish the report because it had not been peer reviewed, and I don't believe it was published in any peer reviewed journals. There were some concerns over methodology and the FJC went on to commission a further and more detailed piece of research via Coventry University (not authored by Jane Ireland or her team) on expert Standards, which I believe has now been published.
The issue which I believe angered many(qualifed and experienced) expert witnesses is the fact that the research details were released to the media prior to being published and the media picked them up in a very 'anti-expert' way (as was the zeitgeist in 2012) and they were used as evidence that massive reduction in the use of experts in Family Law was justified as experts were unqualified, biased, used as hired guns by LA etc.
There is now plenty of guidance for those Instructing experts as to what to look for http://www.bps.org.uk/system/files/Public%20files/inf248_family_court_guidance_web.pdf
And the link above relates to the most recent guidance (May 2016) endorsed by the FJC.
