Not sure that we can learn much from the USA generally, or indeed their legal system. The problem in the UK does stem from the education base in my view. We also have to differentiate between the needs of each specific BME group. Afro Caribbean males in particular struggle, while Asian groups are, relatively speaking, doing far better. The BME community is not one harmonious group and until the powers that be have the guts to accept that, certain groups within it, will continue to fail.
