You are quite correct, Skarthatch, they seem to want to micro-manage the exact way in which we do every job and run every practice. All this regulation increases cost and the opening up of further competition reduces what we can charge.

The handbook just seems to me like the repainting of the Forth Bridge. As soon as they finish the next edition they will start on the one after that. They have now even worked out how to paint the bridge so that it will not need doing for another 50 years. If only...
